BEFORE USING THE RANGE, READ AND UNDERSTAND THE RANGE RULES. IF YOU HAVE QUESTIONS REGARDING ANY OF THESE RULES, ASK A BOARD MEMBER FOR CLARIFICATION. SAFETY IS YOUR RESPONSIBILITY, NOT ONLY FOR YOU, BUT FOR OTHERS AT THE RANGE. ANY UNSAFE ACTS OBSERVED SHOULD BE REPORTED TO A BOARD MEMBER IMMEDIATELY! VIOLATION OF ANY OF THE RANGE RULES MAY LEAD TO SUSPENSION OR PERMANENT EXPULSION FROM THE GUN CLUB.
ALWAYS WEAR EYE AND HEARING PROTECTION AND BE COURTEOUS TO OTHER SHOOTERS IN THIS REGARD.
1. Range hours are from 9:00 a.m. until sundown. IF THE GATE IS OPEN, CONSIDER THE RANGE HOT! When special Eaton Employee's Club events are being held on the main EEC grounds, the range is closed to shooting. Attempts will be made to notify members of closing, but the responsibility is still yours.
2. All rifle, air rifle and pistol shooting will be downrange at the targets in front of the berms only. Flying clay targets or "blue rock" will be shot on the trap range only. Target loads only. Maximum shot size #7-1/2. Shot patterns may be checked only on the pattern board provided. No shot shells on any other target boards. No diagonal shooting (cross range firing) is permitted from the 100/200 yard benches to the 50 yard berms.
3. There is NO HUNTING anywhere on the Eaton Employees Club grounds including the range.
4. When anyone is downrange, all rifle actions must be opened and bolts removed if possible. All pistol actions must be opened and magazines removed if possible. Chambers must be empty. Exception to this rule will be given to those who exercise their right to carry defensive side arms. If you choose to shoot your conceal/carry side arm, all range rules apply. When at the shooting bench, keep muzzle pointed downrange at all times. When leaving the shooting bench, keep muzzle pointed up. There should be no handling of a firearm at a shooting bench when anyone is down range.
5. You are responsible for providing your own targets. All targets will be placed directly on or in front of the sheets provided for targets. If you are shooting plastic bottles or cans you must provide a means of locating them directly in front of the target board. No glass is allowed. Firing at the wooden framework is expressly forbidden. Targets will be for sale in the club house when supply allows. Remove all bottles or cans before leaving the range.
6. No fully automatic weapons or rapid fire trigger modifications such as Hellfire triggers are allowed. No 50 BMG or equivalent guns are allowed. When shooting steel targets, no armor piercing (steel penetrating (green tip), steel bullets, or steel core) are allowed. No explosive targets.
7. No alcoholic beverages allowed while you are shooting. No alcohol drinking allowed until your guns are unloaded and put in your vehicle for the day. Do not handle any gun if you have started to drink. You are responsible for any alcohol you bring to the range. Do not leave alcoholic beverages at the range.
8. Any member has the right to ask for proof of membership, including a current NRA card, at any time at the range. Family members living at home are included in your membership but must have been through orientation and carry their own card if you are not with them. If you plan on bringing a large number of guests, please notify a board member in advance. Guests need not be NRA members. You are requested to make a $1.00 donation, to be placed in guest box, for each non-family guest.
9. No one under the age of 10 years is allowed to handle any firearm on the grounds (this does not include air rifles.) Exceptions to this age limit are allowable only by prior approval from the Board of Directors but no one under 8 years old will be given approval. Anyone under the age of 18 years must have a valid Kansas Hunter Safety Certificate with them or have an adult in direct supervision of them. The adult must be totally involved in supervising, not involved in their own shooting. Written parental concent required if parent or legal guardian is not present.
10. Pick up all trash and place in trash containers before leaving the range. Do not place live ammo or misfires in the trash containers. A can will be provided for misfires and empty brass. Make certain you lock the club house door and gate as you leave.
11. When closing the combination locks, dial the correct combination, push hasp closed, spin the numbers. The locks last longer by following this procedure.
12. All non-members are required to complete a Guest Participant Release And Assumption Of Risk (liability of insurance) form located in the club
house.
ARTICLE I – NAME
The name of the organization shall be “Rivercreek Gun Club”, Hutchinson, Kansas, herein referred to as the “Club”. “Campground members” refers to Rivercreek Gun Club members who belong to the Rivercreek Campground”.
ARTICLE II – PURPOSE
A. To organize shooting sports among its members and citizens of the United States residing in our community, promoting marksmanship and competitive shooting, which will include organized rifle, pistol and shotgun sports. To encourage good citizenship, good sportsmanship, honesty, self discipline, team play, community service, and service.
B. To educate, train and promote the safe handling, proper care and maintenance of firearms for all members and their families utilizing programs from the National Rifle Association, Kansas Hunter Safety, and other educational and safety programs as deemed viable.
C. Maintain an affiliation with the National Rifle Association and Kansas Rifle Association.
D. To uphold the Constitution of the United States of America with special emphasis placed upon those rights listed in the Second Amendment.
ARTICLE III – MEMBERSHIP
Section 1 – Eligibility
A. Any citizen of the United States who is 21 years of age or older and subscribes to the purpose of this club shall be eligible to be a member of this club, provided they have never been convicted of a violent crime or have had any felony convictions. A KBI background check will be performed on ALL applicants if they do not have a Conceal Carry Permit, unless they have had a recent KBI background check due to their employment or for some other reason. The cost of the background check will be paid for by applicant.
B. The Club will take applications for membership only when the Executive Board deems it and when it is necessary to take in additional members. ALL applicants are required to be sponsored by a current gun club member who can attest to their safe gun handling and that they are responsible and respectable in their actions.
C. No person who is a member of any organization or group having as a purpose, the overthrow of the government of the United States or any of its political subdivisions shall be eligible for membership.
Section 2 – Requirements
A. Applicants who are considered for membership, will be notified to appear in the company of their sponsor before the Executive Board for review to determine if their membership will be accepted.
B. If accepted, applicant will be notified, will pay applicable club dues, and will show proof of NRA membership, which is mandatory for all members. New member will then be given a copy of club by-laws and range rules, and will be responsible for reviewing club by-laws and range rules. They will then be scheduled to complete an official orientation, which will be conducted by a member of the Executive Board. It is recommended that the new member be accompanied by his sponsor during this orientation.
C. Once orientation is completed, member will be given an official membership card and granted general use of the club facilities. Member should carry this card any time he/she is at the range.
Section 3 – Probationary Period & Conduct
A. New members will be placed on probation for the next 12 months.
Section 4 – Family Membership
A. Spouses of current members shall have all the rights and privileges of a member, including voting privileges, provided they have completed the official orientation, at which time they will also be given a membership card which they should carry with them any time they are at the range.
B. Other adult family members over 21 years of age, and still living at home, may use range facilities only if they have completed the official orientation by an Executive Board member, at which time they will also be given a membership card which they should carry with them any time they are at the range. However, they will have no voting privileges and will not be allowed to bring guests to the range without the actual member present. Adult family members still living at home must apply for membership if they desire to have full member benefits including voting privileges or becoming an officer. Family members who have left home and have had a residence elsewhere, other than a school or military residence, are not eligible to become a member under their parent/guardian’s membership.
C. Minor family members may only use range facilities when accompanied by and under the direct supervision of their card carrying parent or legal guardian. They must be at least 10 years of age or been given prior approval by the Executive Board to handle any firearm. No one under 8 years of age will be given prior approval. There is no age restriction for air rifles as long as they are under adult supervision.
Section 5 – Dues & Fees
A. Annual renewal dues shall be payable no later than the first month of the club’s fiscal year which begins January 1 and runs to December 31 of each year. Dues are due January 1 and considered delinquent after January 31. Dues received after January 31 of the year due will not be accepted and membership in the club will be forfeited. Dues will not be accepted at the December meeting. Dues are to be mailed no sooner than after the December meeting to “Rivercreek Gun Club, P.O. Box 1971, Hutchinson, KS 67504-1971” and must be received with a post mark no later than January 31. It is mandatory that current NRA number and expiration date be mailed with each membership renewal.
Section 6 – Privileges, Rights & Duties of Membership
A. All members shall have the privilege to participate in all Club activities (meetings, competitions, training, parties, and other programs.)
B. All members shall have the right to vote in club elections and other matters properly brought before the club but are excluded from voting at Executive Board meetings.
C. All members are expected to know and uphold club rules and regulations.
D. All members are allowed to bring a guest(s) to the range for use of club facilities and equipment. Member will except full responsibility for the actions of their guest(s). Member is required to pay the club $1.00 per guest per visit, which shall be deposited in guest box provided inside the clubhouse target room. The $1.00 guest fee does not apply on competition days when the range is open to the general public.
E. Only current members are covered with liability insurance provided by the club’s affiliation with the NRA while on club grounds for any club activity. Guests and family members living at home, MUST sign a liability insurance waiver that will be kept on file at the club house for one year. Waiver forms will be available inside the clubhouse.
F. All members have the right to ask for proof of club membership from anyone present at the range. It is every member’s duty to know who is present at the range.
Section 7 – Termination or Forfeiture of Membership (i.e. safety infractions and/or destruction of club property or other disorderly conduct.
A. Any member may terminate membership at any time in writing to the secretary of the club. Any member who terminates membership automatically forfeits any remaining club dues.
B. Any officer or board member may be removed by a 2/3 majority vote of the members present at any special meeting called for this purpose. No vote on suspension or removal may be taken without at least 15 days written notice. This written notice shall provide reason for removal and the time and place of the special meeting where a vote on his/her removal vote is to be taken.

D. A report of the removal of any member shall become a part of the club’s permanent records and anyone expelled cannot make a re-application for membership in the club and will not be allowed to return to the gun club grounds.
ARTICLE V – MEETINGS
A. All meetings shall be conducted in accordance with Robert’s Rules of Order.
B. Regular meetings of the club shall be held quarterly or more frequently as determined by the Executive Committee. A simple majority of the executive board members must be in attendance at these meetings in order to conduct official club business.
C. The October meeting shall be for the nomination of officers and board members, and also for accepting any proposed club by-law changes. The November meeting shall be for election of officer and approval of any accepted changes to the club by-laws. Notice of the time and place of the meeting shall be given to all members not less than seven days, if possible, prior to date fixed for the meeting. The executive committee shall be responsible for establishing the place and time for meetings and notifying all members.
D. Incoming officers shall take office at the first regular meeting in January. December is a training/transition month for outgoing and incoming officers.
E. Special meetings may be held at any time upon the call of the president, executive committee, or upon demand in writing by any member, stating the purpose of the meeting, and signed by not less than 20% of the membership. Notice of the time, place and object of the meeting shall be given to all members with not less than seven days notice establishing the place and time for meetings and notifying all members.
F. The following order will be observed to determine who will preside over that regular or special meeting.

2. Vice-President
3. Secretary/Treasurer
G. If the scheduled meeting has not been called to order by one of the officers noted above with a quorum of the Executive Committee present within 30 minutes of the scheduled starting time, the meeting is automatically canceled.
ARTICLE VI – OFFICERS
A. Officers of the club shall be:
1. President – one year term or until successor is elected.
2. Vice-President – one year term or until successor is elected.
3. Secretary/Treasurer – one year term or until successor is elected.
4. Board member – one year term or until successor is elected.
5. Board member – two year term or until successor is elected.
B. Executive Committee
1. The officers listed above, when acting together, shall constitute the Executive Committee, and shall be elected by majority vote of the members present at the November meeting of the club.
2. The Executive Committee shall have general supervision and control of all club activities.
3. Resignation of any officer may be accepted at any time for any reason.
4. A vacancy in the Executive Committee due to resignation shall be filled by nominations submitted at the next regular or special club meeting with elections to be held at the following regular or special club meeting.
5. The Executive Committee has the authority to appoint an interim officer to perform the specific duties of the appointed office until that office can be filled by an election.
C. Duties of Officers
All club officers are expected to attend all meetings and appointed committees. If an officer misses three consecutive meetings without reasonable cause, that officer will be removed from office and nominations for that office will be taken at the next regular or special meeting.
1. President – The President shall preside at all meetings of the club and of the Executive Committee as defined by Robert’s Rules of Order. He/She shall be a member ex-officio of all regular and special committees, and shall perform all such duties as usually pertain to the office. The president shall appoint standing or special committees as may be required by the bylaws or as he/she may find necessary. (Example: Shotgun Committee, Pistol Committee, Rifle Committee, Work Day Committee).
2. Vice-President – The Vice-President shall perform the duties of the president in his/her absence or at his/her request, and shall perform other duties as assigned by the president. He/She shall provide responsible oversight of all shooting events and capital equipment owned by the club.
3. Secretary/Treasurer – The Secretary/Treasurer shall conduct all official correspondence pertaining the club and shall maintain a complete record of all correspondence and transactions. He/She shall keep an official record of all meetings of the Executive Committee and the club. The/She shall have custody of the financial books and papers pertaining to the club. He/She shall be responsible for collection of dues, paying of bills, and preparing a detailed accurate account of all funds of the club and place same in such bank or banks approved by the executive committee. (See Article VIII – Financial Transactions and Obligations).
4. Board Members – Board members shall be representatives of the members and take member’s issues or suggestions to the meetings of the Executive Committee and provide other assistance as required.
ARTICLE VII – AFFILIATION WITH THE RIVERCREEK CAMPGROUND
A. The club shall maintain an affiliation with the Rivercreek Campground.
B. The club will compensate the Rivercreek Campground at a rate set by their Executive Committee for every non-Campground member, for the right to use, improve and help maintain the shooting range currently located east of the creek for as long as the Rivercreek Campground exists.
C. Improvements to the range must be approved by simple majority of the Executive Committee and general membership of the gun club at a regular or special meeting. Funds for such improvements must be available from the club and sufficient to not hinder the operations of the club during the year.
D. Cost of range improvements and general maintenance may be shared by both the Rivercreek Campground and the Rivercreek Gun Club. Requests for money must be submitted in writing to both Executive Committees. The percentage of sharing will be negotiated and approved by simple majority vote of both committees. The funds will then be allocated, provided funds are available.
ARTICLE VIII – FINANCIAL TRANSACTIONS AND OBLIGATIONS
A. Any check over $250 must be approved by the President or Vice-President, and the Treasurer. All checks under $250 must have the signature of one of the following: President, Vice-President or Secretary/Treasurer.
B. The Secretary/Treasurer shall make expenditures specifically approved by a simple majority vote of the club membership at a regular or special meeting.
C. The Treasurer shall make emergency expenditures as are approved by the Executive Committee. Emergency expenditures are expenditures required for continued operation of the club between special or regular meetings. Approval shall require a majority vote of the Executive Committee at a regular or special meeting of the executive committee. Any club member may present a written request for an expenditure to a member of the Executive Committee for consideration by the Executive Committee.
D. The treasurer may purchase postage stamps, stationary, and other supplies for any amount less than $100 total between regular meetings including reasonable payments for the specific purpose of maintaining equipment in good working order. The treasurer will maintain a petty cash fund of $100 which will also be used for miscellaneous expense during the month.
E. The Treasurer shall keep a true and accurate record of income and expenditures of the club. The Treasurer shall present a detail of the previous month’s expenditures. The treasurer’s statement shall be available for examination by all club members at regular meetings. Within 30 days of the end of each quarter, the Treasurer will submit a financial statement of the activities of that quarter to the members present at a regular monthly meeting. A copy of the quarterly report is to be forwarded to the President of the Rivercreek Campground.
F. Each fiscal year, during the month of December, the Treasurer shall compile a financial statement that includes a summary of each quarter along with the year end summary. The Executive Committee shall verify the financial statement. A copy of the annual report is to be forwarded to the President of the Rivercreek Campground.
ARTICLE IX – MATCH RULES
All competitions held by the club will be governed by the appropriate match rules in reference to classes, and held in accordance with the club range rules and regulations. Such rules shall be readily available to any person prior to competitive matches. An official Competition Safety Meeting statement will be read prior to all competitions held.
ARTICLE XI – AMENDMENTS TO BYLAWS
A. Any proposed amendment to these bylaws may be presented in writing by any member of the club to any member of the Executive Committee during the month of October. A copy of any proposed amendment that has been approved by the Executive Committee shall be provided to the general membership at the November meeting and will be voted on at the regular December meeting. A vote shall be taken to accept or deny any proposed amendments.
